 :grumpy:  what is this whole FFL thingy? do i have to have one of these licenses or do i have to ship it to a licenced dealer for pick-up, or do i have to do both? anyone a member of the civilian marksman ship program that could help me get my hands on one of these for $400? and since i am underaged :grumpy: my father or mother will be helping me get this but neither have the FFL thing. some help please guys.

First of all, do you meet the criteria for purchasing a CMP rifle? You don't need an FFL. You may need to pick-up the rfife from someone having an FFL though. On my last CMP purchase, I did pick-up from an FFL in my club, but didn't have to do any paperwork to complete the deal (that I recall).

On my first CMP purchase (underDCM), I had to be fingerprinted and have a background check run on me. That was a trip...especially getting fingerprinted at the county jail.

well i dont meet the requirements because of age but my father does but he doesnt meet the other requirments so im thinking im not gunna be getting a new deer rifle.

If your Dad is willing to sign for the rifle (i.e. he will be the registered owner of it) and you need to have the rifle shipped to your locale from somewhere else, a local FFL holder (gun shop usually) may chose at their discretion to receive the rifle on your behalf.

In other words, the vendor/person you buy the gun from ships it to your local FFL holder. Your local FFL holder then transfers the gun to your Dad, doing the necessary federal/state/local paperwork in the process. An NICS background check may well be part of that paperwork, so have your dad ready for that possibility. (see link below for info on NICS check as posted at FBI's website)

The local FFL holder may charge you a fee for acting as your receiving agent and for processing the paperwork. If you think about the fact that the FFL is not given out free to them, it's only reasonable for them to receive some payment for transacting the business activities that the FFL allows them to do.

Getting the rifle isn't an automatic impossibility due to your age. (Remember, other young people have done it. So you won't be the first. :) ) But, as with most business deals in life, you have to follow the rules by which the transaction is bound and go through the processes by which it is transacted and its requirements fulfilled.

Patience and perseverance are IME critically important to see such things through to their completion.

And if your Dad signs for the rifle, be sure to let him shoot it once in a while too. ;)

While I'd love to have a nice 03A3, there are better deer hunting rifles out there that won't require you to meet CMP requirements. And, you can get a better deer hunting rifle for less money than a $400 CMP rifle. Just look at any of the modern bolt action rifles like Remington, Winchester, Ruger or Savage.

Sadly, I remember a gun show some years ago (1992?) where an old "codger" had a practically new 03A3 for sale for about $400. This rifle may even have never been fired. The parkerizing was at least 95% and the wood perfect. I thought it was too much money and passed it by. I regret that now of course.

Good luck finding something.

well i would get a diffrent gun if i hadnt fallen in love with the o3 a3 this will also be a reanacting rifle possibly too. i was playing with the idea of adding a diffrent stock to a bolt action rifle to look like the 03 but it still isnt the same. if sure you can understand why id prefer a real o3 to an imposter they are the best looking millitary rifle i think.
