"In 1998...Second Chance had been alerted that the Japanese-made Zylon synthetic material in the vests was degrading faster than expected from heat, light and moisture exposure, allowing bullets to potentially penetrate the armor..."

I don't know if this info has been widely promulgated, but here's a link to the article just in case it's not widely known:

Wow, that's alarming. That's the armor that Bush has been wearing for years!

So what is widely recognized as the best personel armor on the market?

Not all Second Chance vests (even during the questionable time period) used Zylon, AFAIK. Second Chance and many other companies offer a wide selection of ballistic materials such as Kevlar, Spectra, etc. At one time Zylon was an option.

There are a lot of articles on tacticalforums that discuss this in-depth.

The conclusions reached there:
- Laminated non-aramid materials, such as zylon and spectra, are susceptible to these types of failures. Zylon is especially bad, but spectra also fails under high heat. For example, from near-contact shots. Before you dismiss this, apparently contact shots happen enough to LEOs that this is a serious issue.

- As a result, in TF, the only thing most folks recommend is the heavier, less flexible kevlar-type products: that is, products made from aramid fibers that are woven.
