Was he nuts? Why the curv?

I don't know why he did it exactly, but if I curl my fingers as if I were holding a knife, I can clearly see my palm directly behind my finger bulge in more than my palm directly behind my index. That said, this looks like it could fit a right-handed person.

Just imagining it, for a right handed person, it seems like the convex side will fill one's palm and the concave side will make the fingers group together.

Is it comfortable?

With all due respect to your departed step Dad, they probably stayed well lubricated at his mountain man camp. This may be what he thought was a straight handle. The blade as you said, was pre-made and reground so the handle may have been the result of some high quality moonshine.

Why don't you contact one of his old mountain man pals? If you know any of them, they may have your answer! :)

It's a filleting knife for right handed people....the bend is probably quite comfortable when filleting.

Maybe he didn't have a straight piece long enough for the handle? I could be wrong but that actually looks like antler to me, I would guess he was probably just using what he had available and sometimes its hard to find a piece of antler that is straight and long enough to use, unless you have a nice trophy rack, but who wants to wreck a trophy rack just to put a handle on a knife? (other than maybe some of us on here)

Cause the tang was already bent? To make people ask questions? I like the fillet knife idea though.

Wrist injury or carpal tunnel syndrome making angling your wrist painful? Perhaps just a custom feature to make use more comfortable. Either way; nicely done.

That's almost what I was going to say, except that I was going to suggest that it was an experimental filleting knife.:)

Could have been an inside joke too - maybe one of his buddies made fun of him for a slightly bent handle so he said "I'll show you what a real bend looks like" - or maybe it was so he could cut straight after a few beers!

Did your stepdad sit around the dinner table singing...

"Oh, that's the way, uh-huh uh-huh,
I like it, uh-huh, uh-huh.
That's the way, uh-huh uh-huh,
I like it, uh-huh, uh-huh.
That's the way, uh-huh uh-huh,
I like it, uh-huh, uh-huh.
That's the way, uh-huh uh-huh,
I like it, uh-huh, uh-huh." :D

I have seen similar designs where one side of the handle is much thicker than the other. It's called a swell and it's design for ergonimc reasons.
