What the purpose of the "lined" handle scales was? I would assume it helps with keeping moisture off the steel of the tang? Or maybe helps absorb some shock? My RAT3 is unlined, are all of the new ESEE models lined?

couple of reason but the one comes to mind is to quickly tell the difference from Ontario versions,
Special editon had Red liners ,
liners are only used on the Black linen micarta
 
They also look cool!

Most custom knife makers get liners to co-ordinate colors as well as increase the total width to accomodate screws.
 
I just like the green liners because they match my eyes and make it so much easier to accesorize and coordinate my outfits with my knife;)
 
Word on the street is it makes for a cleaner line/cut on the micarta. Micarta is porous and rough. So when it it attached to the liner which is very flat it fits the steel better.
