Wedge axe ID help

This one has stumped me. It is an obviously Maine wedge, but the maker is eluding me. Starts with an H, in Brew......?

The top line almost looks like it says 'Philadelphia' as in Philadelphia Tool Co.

Peavey Mfg Co was in Brewer, Maine, at one point, but that top line of print is a mystery.

Could be the "PE" from Peavey, and just a bit of pitting making it look like an H.
