weird knife in father-laws hoard

hello, first post here i searched all over the internet and here looking for a case hobo knife. the case mark is listed as between 1932 and 1940. i'm attaching a couple of pictures. i'm wondering if this thing is real or some kind of counterfeit if it's real i would really like to know more about it thanks

How big is the knife? Could be Cell scales if the tang stamp is correct.
