Wendell Carson Fighting Bull Toothpick.

I have acquired a Wendell Carson Fighting Bull toothpick that is puzzled on me a little bit. I know that Wendell Carson began making knives somewhere around 1998 using parts primarily sourced from Queen Cutlery. Most of the examples that I've been able to find online have a Fighting Bull tang stamp on the blade. This particular knife has Fighting Bull etched on the blade face, the Fighting Bull shield in the handle, but the tang stamp on the show side is Chat and Morgan, Titusville, PA, and on the pile side is Queen Cutlery, Titusville, PA. I'm trying to figure out, is this a very early on production of his? Also trying to identify the handle material.
