Wenger Evowood 18 question

Just received my evowood in the mail today. I have a technical question for you folks. I have always owned Victorinox knives before. When inspecting this knife I noticed something a little weird. On the main blade there is a small metal shim between the blade and knife body. First off, I've never seen a shim between the blade and body on the Victorinox knives before. Second, the shim seems to rotate when you close the blade, and then goes back into the correc position. Is this shim supposed to move with the blade? If not, how the heck is that thing supposed to remain still as the blade moves? It's about 3/4 the size of a dime just sandwiched between the blade and body.
 
i have a Evo grip 16, Evo 18, and Evo 18S....

i just checked and i have the same moving shim in the EvoGrip16 and Evo18. the 18S however has the lock mechanism in place of the shim. it appears that these platforms are designed around the locking models and the shim is installed on the non lockers in lieu of the lock.

hadn't noticed it before, they could have made a better fitting shim. doesnt seem to be harming anything but it is still odd.
 
i dont think its a defect, its just a ground down washer used as a spacer. functionally it doesnt do anything other than take up space.
