Were all Intl series made in Japan?

My 159 Utility blade says Benchmade USA. That is it. It is way more polished than my PC159
Weehawk was 15 years ago. Is this a weird one?
What steel are these made out of btw?

My 239 was made in the USA aswell, and is very polished. I'm not sure about the International Series, but most USA Bali-Songs where 12C27 as far as I know. Chuck would be the expert on this one I think.

The 239 and the 159 are "Economy Series," not "International Series."
