What American axe maker painted their axe heads green?

Just looking for some info please? I've got a boys axe that's only marking is "2 1/2", and it started out with green paint on it. Its at least 20 years old, but probably much more. Any ideal who the maker could have been?

How do you know that the green paint is original?

Where is the 2 1/2 stamped? That could be a better clue than the paint. Pics help. There were a lot of small axes painted green for the army.
