Rockwell (Rc) hardness test marks for blade steel hardness is what I would guess they are talking about.

Yes the Rc divots are from the Rockwell hardness tests that we preform on random knives from each batch to ensure that we are getting porpery treated blades. These divots do not effect the knife in any way other than having a small mark on the surface of the blade. Robbie's link looks like a pretty good description of what it is.
