What are these scissors?

Hello, first of all, pardon me if this isn't the correct section to put this.
I have had these scissors in my possession fora while now. I've found them on the sidewalk while walking my dog but I have never been able to pinpoint what they are, apart from embroidery scissors. I've contacted Solingen but have never gotten a reply from them. They look custom made.

These are also known as chatelaine scissors, worn by Victorian women on a decorative belt hook arrangement (https://en.m.wikipedia.org/wiki/Chatelaine_(chain)) for EDC. Small cutting tasks related to thread or cloth would be the preferred use for them. The chain could also be worn around the neck when the chatelaine went out of fashion.

That they are still being made and folks are buying them attests to their continued utility.
 
They're beautiful. It's a nice find for sure, but I bet someone has been sad for misplacing them. Hopefully you will find an opportunity to get them back to the rightful owner.
