The tool on the left is a army demolition kit tool. Its used for crimping detonators, screwing the leads into the connections, and punching a hole in C4 or dynamite to slide the cap into. We had them in all our kits in the Engineers. The two different size holes are not just wire cutters. One is for wire, the other one is for prima cord. Unlike fuse, prima cord will blow its whole length instantly. Its how you get different charges to go off at one time. Its also made of a non sparking alloy.
The one on the right is unfamiliar to me, maybe after my time.
