I can tell you that they first appeared in Buck's 1986 catalog as new and the last year that they were in the catalog was 1993.

I can also tell you that they make a very nice looking custom when they're dolled up a bit.

 
I can tell you that yours is dated 1986 so it's a first year production. I can also tell you that I have one and like it a lot! Congratulations on your new knife and a great BIL.
 
It was the knife I took to college. I felt like it was an extremely versatile ...and it was. Hiking chores, cutting up chicken wings or just goofing around with it , it handled everything I threw at it. My father had a Buckmaster....I saw this knife as the baby brother.

heck I had one like that once
sold it when I needed some 110 I did not have cash to buy...
heck only sold it as it were to prity to use !

The kraton handle of the 639 is great if you use the knife with wet hands.
