May not be a coating...could be the blade started out with a rougher finish (like bead-blast) which was ground smooth for the edge and sawback.
KG Gun Kote is also an option instead of Cerakote. You could probably manage it at home...
Daniel Winkler use KG coatings on some of his blades.

Thanks mate after a bit more digging I think you are right I have read it was achieved with bead blasting, I just need to find a knife maker with a sandblaster who could do this preferably in the U.K. (Would you do it for me).?FWIW ... that color and finish can be achieved using sandblasting (same finish as a reeve knife), or you can do a quick dip in ferric chloride to etch the steel a bit too...both are much easier than cerakoting the blade.
