what cop movie is this

I don't remember the name,,But the two or one detectives that keep screwing up get called into the chiefs' office and it is kinda a comedy part where the chief is yelling so loud that windows in his office break,,,the get called back again and the windows are still broken and i think more break, and the camera "filming" is right in his face while he is yelling a mile a minute..any ideas
