That is called a Premium jack. Same frame as the premium stockman but has 2 blades on one end. The handles are most likely black composition like many other Imperials. It was made by Imperial Knife Co., nothing to do with Schrade except both have been part of the same corporate conglomerate since 1947. Imperial has been around for about 90 years and most of their knives were made here in the US. Some Imperials were made in Ireland and England but not until 1977. The DE (Diamond Edge) mark was used after 1967 by Imperial. This is most likely a 1970s knife.

I have the same knife in the 3 blade Stockman pattern, yes the black scales are NOT the same as celluloid.

The black composition handles are a more modern plastic material, closer to Delrin than celluloid. Its pretty hard and fairly durable. There weren't a lot of knives being made with celluloid handles when this knife was made.
