What does "cotton in dowel pin hole"

So, I got my G-10 scales for my BK9...look great...and got a bag of parts with instructions. I'm stumped at this one: "OPTION: Cotton in dowel pin hole to prevent rattle" but it appears I received two solid pins and ... ???

Yes, I'm a mechanical idiot, ok?

Here is a pic of what came with the scales.

I think it just means you can put a bit of cotton ball in the scales where the pins go into. This may help cut back on any potential slip in the scales.

“If the dowel pins rattle when you install them, you can stuff some cotton in the hole with the dowel pin to tighten it up and stop the rattle.”
 
LOL..here I thought it was some technical thing of which I was ignorantly/blissfully unaware.
