What is a double cut (file)?

Please guys tell me what is a double cut blade? For exemple in the Scrapyard regulator prototype?
 
It's what Busse and Busse(kin) call their Bead blasted finish

I'd recommend against it as Bead blasting puts small voids on the surface and makes it more susceptible to rust
 
Double cut means the blade finish is the result of being blasted with 2 different types of media.
