It's a fine grit bead blast. The steel looks "frosted" and feels smooth to the touch, as opposed to a rough grainy look that used to be common with bead blasted blades.
That's also correct, there's no way to get a finish that smooth with crisp grind lines without first taking it to a satin finish, otherwise you'll end up rounding off corners and lines with the coarse blast to keep grind lines from showing up. The end result though is a slightly frosted and smooth bare steel finish
