What is it and who made it ?

Found this among many knives but with many hours of research can not get any info on this multi-tool, Only article I found was 1 from 70's showing contest for NRA MULTI-TOOL only 50 built not sure if this is one, article had no picture of multi-tool so I figured I would ask the experts no markings of any kind no numbers. I enjoy a challenge as much as anyone but I have given up but still would like to know what it is and who made it and value if any Thanks and good luck as I am still scratching my head and annoyed I could not find this anywhere.
