What is it? Made by F. Dick Cutlery

This was amongst some stuff from my Grandmother. It is made by F. Dick Cutlery, but I'm stumped as to what it is? I figure it will all make perfect sense when someone recognizes it! Looks like some sort of seed planter to me, but I'm not a gardener. Thanks.

I believe it might be a "larding needle" which is used to insert pieces of fat, or lard, into lean pieces of meat such as venison.
