No one makes a better knife than Surgical. :thumbup:

Whether you go with Surgical or Rostra-Frei in the end, make sure the Rockwell hardness is below 50. Anything higher than 50 is brittle and will shatter like a dropped icicle.

Obviously there is no "best knife", but I think if you had to make an argument for a folder being the best, some of the names that would come to mind would be the Spyderco Paramilitary II, and the CRK Sebenza if that helps you get a direction to look in.
