what is the difference when ordering metals?

when ordering metal it says with material certification or without certification there is a big difference in price just wondering what the difference is?
 
I assume "with certification" means that the material was tested to make sure it actually is what it is supposed to be. So for example there is no chance that there is too much or not enough chrome or carbon in your steel.
They probably supply a data sheet that lists the exact content of your batch of steel.

"Without certification" menas just that. The contents are just supposed to be in the normed range. And on some steels, US norms allow quite a wide range. So although your steel says it is 1095 it doens't mean that there actually is 0.95 carbon in it.

So the higher price is just the cost for the chemical analysis of the steel.

In many industries you must be able to prove the compliance with design through out the process. For example in the aircraft industry when we order a supply of a certain metal we have to get the certified variety so that we can prove to anyone that we used what our engineers specified and what we are certified to build. This certification is maintained as a permanant record and attached to the history for all of the parts built using it. Steven
