What is the proper way to load a bonded strop with a wax stick CrO2

I have a Lee Valley Tools double sided wood handle leather strop, and their green CrO2 wax stick honing compound.

What is the best way to load the leather with the CrO2? How do I know it's fully loaded?

THx - I'm experimenting with coarser edges lightly stropped - so it has some work to do.

Mix a small amount of CrO2 shavings with a few drops of mineral oil and mix until you get a thick paste. Apply it to the strop surface and rub it in to the pores thoroughly. Allow it to absorb the mixture until the surface looks dry to the the touch ... gently remove the excess with a cotton rag. You're ready to go now.
 
Ahhhhhhhh - I'm not waiting long enough - that's why there is so little left when I wipe !
