What is this knife?

I inherited this knife recently and am generally curious about it.
I did some digging and if it is a genuine Charles Weiss knife that would be pretty cool but it doesn't look like any of the other ones I have seen and the mark looks considerably different.

It looks like some type of kitchen knife to me. I am not sure though.

It's a carving knife, would've had a matching fork.
I don't know anything about maker, age...ect, but I do know it's definitely a carving knife.
 
Took a quick glimpse at Google images after searching for "Charles Weiss knives." The quality of the knife OP has doesn't seem to match up with what I see under the dude's name online, as OP stated himself. Unless it's one of the first knives Charles Weiss made or something, I would guess that OP's knife wasn't made by Mr. Weiss.
 
Yes, not Charles Weiss of Arizona. It is part of a Carving set as mentioned. I'd be looking in England and Germany, probably between 1875 - 1925 in range. It will be hard to track down, lots of Weisses in the cutlery trades.
