It kinda looks like what I've seen described as Tekna diving knife.

It's a generic type of diving knife. They are sold in a variety of blade types and handle colors, and under different brands. But all with the same distinct handle design.

As mentioned, it's become a generic diving knife. The specific one in your photo is the older McNett Samish model.

Edit - The Samish blacked out or tanned out becomes the McNutt Tactical Utility Knife.
