Found this rummaging through a friends garage..looks like a SAK but not sure? Any info on model/ what it is would be great

Yeah seen these pop up a few times, I believe they are a Chinese make. The tang stamp should tell you.
 
How's this for irony: Cold Steel used to sell these through their catalogs, so as to save your "expensive" SAKs from damage or loss.
 
You can always tell a Chinese clone from the bump nail nick. SAKs never have that; their scissors are always flat.
