What is this thing called? Victorian age jewel

Alot of people have tried to figure out what this is. Guesses were, chatelaine tool, tailors tool, and quill knife. Mostly “no clue”.
Experts abound on this board, who has some insight? Thanks

Are there any markings/stamps anywhere on it? Perhaps on the base of the blades?
 
Looks like a Chatelaine to me, maybe for a gentleman as a watch fob?
What are the tools? Looks like either for nail care or cigar kit.
From the looks of the stamped metal case, I don't think it is Victorian but more likely early 20th Century.
 
Yep. Knife, file, scissor, cuticle blade. It was on a watch chain.

Any other pictures, such as the other blades or of any markings on the blades?
