Hard to even speculate without any frame of reference for scale. Some kind of tubular balloon?

I would say balloon as well... Clear plastic, tubular, with whatever the payload is in the little square bit at the bottom.

Or.... The ships used by the Urghellans from Antares IV look a lot like that.....

Sterno or candle powered hot air clear plastic bag. Not hard to make but very dangerous to fool with if the fire conditions are dry. Looking at the clear sky that would be the kind of day to launch one. Or aliens.
