What is this?

The photo is not great for identification purposes, but it appears it is a home made, or at least made by a non professional craftsman. It's hard to tell if the tip is covering up some previous damage or if that is part of the design. The cuff at the top could be part of the belt loop set up, but without more and better photos we cant know. The center portion appears to be veg. tan leather with quite a bit of age that was dimpled with a pear shader or some similar tool. That's about all I can tell from the single photo. Close up photos in good light and focus from several angles might reveal more.
