What is this

Hello all.
Just found this piece semiburied in a valve box at a jobsite.
After some wd40 I finally got the blades to open.
Does any body know what this is?
It is very rusted and nothing is visible except the USA on the scale.
And btw any tips on how to restore this.

Great find! There is a video on youtube about cleaning up this same exact knife, at least I believe its the exact same and I'm about 99% sure it was made by a BF member although I don't know his forum name. I started cleaning the blade and I can start making out:
Camillus
Cutlery Co
Camillus NY
 
That is a US Army spec 17-170 Engineer Knife. Lots of them were made, by a number of manufacturers. The majority were made by Camillus.

Another indication of a WWII era knife is it will have steel liners versus brass as brass was used for shell casings. Some still had brass liners though.

Very cool find. Somebody probably missed the ol' girl a lot! Still in great condition. ;)
