What is This?

I just inherited this and have no idea what it is. Spontoon? I can't tell if it is real or an old Boy Scout project. The blade is 7.5" long. The carved tappered handle is 30" long. Thank you.

As stated probably a tourist item, but the point looks like something from the Igoret Tribe from the North part of Luzon in the Philippines. John
 
Honestly?
It looks like someone took one of the points from an old wrought iron fence and jammed it into a homemade spear.

It's an African ceremonial spear.

Possibly made for the tourist market, but not necessarily.

This was my original thought (along with a Falfeg or Sinalawatan spears), but the closest thing I can find are decorative wall pieces marketed as African Ceremonial spears:
