What is this?

Was that the 407 exit fleamarket smoky mountain flea traders ?
Wasn’t sure if I wanted it bad enough. I’d expect it to be there again next week if I go back. The guy had it in a stack of other axes at a weekly roadside flea market in East TN.
 
I hate to disagree with fmont but it still appears like a masting axe to me. Kent's get broad fast forward of the eye and that is lacking in yours.

And to my knowledge neither pattern changes whether single or double beveled. It's not that important but I thought I'd make the case for why I think it's a masting axe.

crbn- your Biddle Hardware Co. catalog jogged my memory. The Beatty Penn. pattern broad axe, I found a brand new one, original paint and all, in 1968 or 69 in a drawer in the back room of a old hardware store, in it's original location, in the inner harbor area of Baltimore. I bought it, it is still waiting for me to hang it! Ah, the joy of buying axes before they got collectible.

I believe the axe in question is a masting pattern. I have seen just as many double bevel as single bevel.
