What is this??????

Not an ulu. They have just the one handle , horizontal across the top.

I think it's a chopper used for herbs...using a rocking motion.
 
It is called "half moon" and I have been told it is a popular kitchen knife in Italy, though you now may find it most anywhere.
 
Thanks Ivan, My father in law could not remember when or where he got it, he happened to find it the other day when he was cleaning up in his shop.

Yes it's a mezzaluna [half moon] used by the Italians to chop parsley etc.
