What knife for my friend?

Around $40, preferably less.
Decent steel, hopefully better than 440C
Thumb Stud/Flipper
Folding Knife

Which knife is the most "bang for the buck" that would fit these requirements?

The Kershaw Shallot fits everything assuming you mean thumb stud OR flipper. Low price, but an excellent knife for the price; and I still like mine after having gotten much more expensive models. The Skyline is also a great option.
 
Kershaw Leek. Love this knife and I know a site that they are sub 40 dollars on PM me if you want it. It is assisted opening thumbstud and flipper stainless 14C28n which is a nice steel. Stainless steel body as well.

I would get a knife that would be of the style that he likes. He is less likely to use a knife that isn't his liking. If he likes fixed blades get him a fixed blade or vise versa for if he is into folders.
