Without a makers mark, or tang stamp, there is no way to identify the maker. There are millions of similar type knives sold on eBay, flea markets, and open air markets around the world. Probably made in China or Pakistan, these things are pretty much a dime a dozen.
As an aside, the pictured knife really doesn't fit the parameters as a traditional knife for this sub forum.
