Recently I was asked this question and my answer was "It does what it is intended to do, and it is intended to do whatever it is you need to be done."

Vague is my middle name. In an attempt to make this a little clearer I started a list of the things I look for. Now I am utility based only, so that has to be kept in mind. Anyway what I came up with, brief outline, is here :

I will be expanding on this in time, note of course that there is overlap as would be expected. The goal eventually is to include tests to measure each of these aspects and maybe some kind of rating system for each.
