What makes quality Damascus

I've been seeing a lot of damascus for a really low price on a certain auction site that shall remain nameless :rolleyes: I'm wondering what constitutes good and lower quality stuff. What do you look for?

Damascus made from known steels from quality suppliers. Proper forge welding without any inclusions or unwelded spots. Then there is the shaping of the knife itself. Are the grinds even? Proportions appealing? Heat treated properly?

It's hard to tell if the knife you are buying on those auction sites are made properly. You just don't know what you are buying.
 
The people who make it and the steels that are in it.
