What stone and strop, or sharpening system should I buy?

I want something that is simple, durable, highly functional, and in the under $50 range. So far, I've gotten by by using a belt grinder (if necessary), progressively finer grits of sandpaper, and then stropping on cardboard with a little crushed up dirt... I've also sharpened knives on cinderblocks, bricks, and flat rocks. Coffee mug bottoms and other uncoated ceramics seem to work pretty well for the final stropping.
