What stones remove material fastest while wearing the least? (Specific to axes)

First, I suppose I should introduce myself seeing as how this is my first post in there here parts. I've recently gained a strong interest in knives and specifically precision sharpening, and have found this board to be a particularly good resource for good information and experienced / knowledgeable members. So, hello and I look forward to getting to know you folks.

Now, back to my question. If the title wasn't quite clear, I'm simply looking for the sharpening stone that:
1. Removes blade material the fastest
2. Wears least quickly while removing said blade material

Reason I ask is that I'm trying to put an edge on a very blunt and badly dinged Iltis axe and my Shapton Glass 320 isn't getting the job done even after several hundred strokes.

I suppose another question would be what angle do you guys use to sharpen your axes? I have no idea what kind of steel this thing is made of and have been targeting 40 degrees inclusive but am open to suggestions.

I tried to fix an axe with a sharpening stone. Never again. Use a file and if you want it shaving sharp, stones afterwards.

Amen! Most axes hatchets and machetes have relatively low RC to withstand the abuse. Use a big file and then transition to the stones after you've got the geometry squared out and a fairly clean edge started.
 
I'd say start with a quality file and get the edge down to the angle you want then I'd hit it with the stones you have or pick up some good diamond stones...
