What the heck is this

It's called a "boti" knife. And yes, it's used in India, Nepal, Pakistan, and the surrounding regions. It's held down by a foot placed on the platform and food moved into the fixed blade instead of bringing the knife to the food. Some have a serrated disk folded down on the top that's used for shredding coconut. They're used on all manner of fruit, vegetables, fish, and meat. Basically the chef's knife of the Indian subcontinent. They can be all steel like this one, or just the blade secured to a wooden board or other base.
 
there is such a knife in india they cut food more likely fish before cooking but instead of running the knife on the food they run the food on the blade. and the pedal is to step it to keep balance.
I told the lady at the check out that i saw a youtube video of someone cuting up fish on a blade Similar to the pic but had no idea that the (boti) blade was a thing. Thats a neat find for me. And thank you the the reply. I bet it would come in handy for wrapping paper during christmas.
