What the Heck is this?

I was rummaging through a shelf of files and other tools and I rescued this from a pile of sawdust.
It's 2" closed, has a small lanyard hole, steel liners and bolsters that are "pinched" together instead of pinned with acrylic scales. It has a tang stamp, but is illegible. It's like a miniature easy open pattern and I'm thinking it was supposed to be a keychain or maybe fob knife.

The small lanyard hole is probably from a missing bail. When you say pinched together, do you mean they are the shell handles like this?

I think so. There are tabs on the bolsters that fold over and hook into the liners
