What tool is used ...

...to do grooving in G-10 like this? This looks great. Smaller grooves loook good too. Can someone tell me how this is done? Scales attached or off? What tools are used?

My guess is a dremel tool with a mini drum sander. I wouldn't do that with the scales on, I'd mount them on a large paint stirring stick of some sort until completed.

I imagine a milling machine in a factory, or a router in somebody's shop. I know people here have done it by hand with a dremel, as well.
 
I would say they are done on a CNC milling machine, they turn out as many as they want and all are exactly the same.
 
Files or a spindle sander would be my guess, CNC? maybe but the ones I have seen all look to be done by hand.
 
I don't really know what he uses (although I was in his workshop some times), but he has a very neat workshop. Everything is custom/handmade, in a well equipped workshop. He surely doesn't use CNC machines. Even the heat treating is made there, tempered everything (frame/lock, pivot screw, pocketclip), except the small screws.

Mine is same pattern, but a bit larger (this is his own model, not a replica, called "Ideál" - Ideal). Final finnish is sandblasted and gave some shine with paraffine oil.

I have done it with a dremel fitted with a structured tooth carbide burr they are available in many sizes and shapes. Of course mine didn' t look quite so nice.
