what type of steel are heller files made of?

anyone know what type of steel heller used in their mill files?
 
I seem to recall using a Heller once, but am not sure if it was good or not. Do not use a johnson. They are case hardened. No good. Use Nicholsons or Simmonds. They are both excellent.
