awhile back a friend of mine showed a knife he had been carrying for years, it was a custom by jim mathis (now dead unfortunantly), i was realy impressed by it. it had a small 3.5inch-4inch blade that was well polished and a simple yet elegant black micarta handle, with a small finger gaurd. though i have allot of nice folders i was wondering if any of you new of a production knife like this, or even better on with a more tactical blade. thanks for the help

Marble's, Bark River and even Bob Dozier all make some nice knives in the range you specify. Well, actually, none of these makers polish their blades mirror-like, if that is what you were looking for when you state "well polished".

You might want to check the A.G. Russell catalog. They sell some ATS-34 knives in the size range you are looking for, and they look very attractive in the catalogs. You can Google A.G. Russell to find their website.

I like my Fehrman Peacemaker for an all around utility knife, but it's not a pretty knife by any stretch of the imagination.

I just recieved this Bob Dozier whittler with a type A sheath. I have been carrying it for a while now and I must say its a great little knife.
The sheath rides great and the whole package is just all around nice, so far the Dozier D2 is holding up fine through many zip ties and cat-5 cable. I also own a rat3 and this is just much smaller/slimmer/a better edc if you around sheeple imho. The Rat can handle bigger jobs though. Here are some comparison sites.

Dozier makes a great small knife, I also own a NY Special which is more tactical like you had mentioned. Great little knife imho as well. OH and the Arkansas toothpick you might want to look at that one as well.

My favorite small fixed blade (and I mean small, the whole is under 5 inchs) is the Tops striker. Great little concealable fixed blade with the best erognomigs ive ever come across in small blade. My Jens Anso ti wallet sticker (3.5 inches overall with a 2 inch blade) is a close second for super small with great ergonomics.
Both are primarily SD fixed blades but I do use the striker as utility blade for boxes, rope and such.

Shadowknives "little # 9", Charles May, Gene Ingram, Al Alexander and last, but now least, NWA (Nick Allen). All custom makers; all grind a great knife at a fair price. Bill

I've got a nice little Chase Axinn (Chax Knives) Stinger that I got to specifically fill the small EDC role. It's a very nice little knife in D2 with a black micarta handle.

I also really like the look of the Gene Ingram small fixed blades but I've never actually handled one.

I second the RAT3 I have one and it is great, their customer service is second to none. Also the becker necker is nice little fixed blade. I also like the blackjack small with the back pocket sheath. I think it would make a great alternative to a large folder. Even though I love my RAT3, I still like carrying my folder and SAK don't know why. Maybe because its more fun to flick open my folder than pull a knife out of the sheath.
