What's a military overrun?

Jw. I see it around on the forums alot. Just snagged a 511 m/o because the price was right but have no idea what it means.
 
I sorta know how this works but maybe not...

Busse takes an order from a government entity or some third party acquisition company acting as a government broker. They specify 5,000 knives of this make and model or whatever. Maybe Busse designs a new model or maybe they just release an alternate version of an existing model. Since Busse has an order for 5,000 (or whatever) in hand, they make 6,000 (or so) and sell the other 1,000 to the public as an "overrun."

Usually mil overruns are sterile, meaning no logos or other markings. I would guess that a majority of Busse's business comes from military orders and producing overruns and production releases based on these same specs saves them design time and setup costs, since they can run the same production line and hit the private market without redesigns and such.
