Whats the best folding knife out there?

I'm lookin for a new folder that can handle cutting rope and weeds, handles that won't swell when wet, a blade that won't rust, and the blade should be bigger than 4 inches. I don't want a spyderco or a benchmade. Price should be under 100$. Any ideas?
 
Best how is the first question that comes to mind? Best lock, best action, best looking, best steel? Best can mean so many diffferent things. For the price you are budgetting you can find a great knife but best?

Have you considered a Cold Steel Voyager or Vaquero w/a 4" AUS8 steel blade? The Recon 1 might do the trick also in a 4" blade.

But if you want to go premium you could find a Emerson Sark in 154CM steel for a blade with a blade slightly less in length than you are looking for, for just over what your limit in spending is or get one of the "Hard Ware" line of Emerson knives for around $70 plus or minus.

You didn't specify lock type so I have suggested three different locking mechanisms.
 
Why don't you want a Benchmade or Spyderco?

If you wanted a Spyderco I would suggest the Yellow Handle Pacific Salt, as it won't rust on you, the handles of course will not swell, and as you stated you want to cut weeds the yellow handle will make it easy to find if you drop it.

How about a Ka Bar Dozier D2?

Cold Steel Voyager maybe... (not that I'm a fan, but hey it may work for ya)

If rust is something you don't want to deal with at all one of David Boye's folders may be up your alley. The blade is 3" not 4" but it cuts well, is completely immune to water, oils, rust, or the chance of accidentally magnetizing the blade. It is also easy to sharpen. This little boat knife of mine is the most maintainance free knife I've ever owned. I can cut up several tomatos and then just rinse it under the faucet and shake it dry and clip it back to my pocket. Last week when I was out at my pond and got hot I even jumped out of the boat into the water to cool off and kept the knife on me without worry.

Contact David and he may even make you one with a blade the length you want it to be. I think David's Dendritic steel and his dendritic cobalt alloy are great cutters and edge keepers personally. I know I like mine.
