What's with the 1/4"?

Is there a specific reason why knives like the Vantage and Spitfire have 3 1/4 inch blades, rather than just 3 inch? Is it because the actual cutting edge doesn't cover the whole blade? It always makes me hesitant to buy such knives when living in an area with a 3 inch blade limit.
 
I'd say that's a question that only the powers that be at Buck can answer. I know that in my case any answer I could give would be speculation, pure and simple. I doubt that anyone here can provide anything more than guesses.

I just counted about 10 models that Buck currently offers with blades of 2.5" to 3":
