whats wrong with me

i build up a burr, now it is sorta sharp. i work it off cant even cut my finger! i do nice even controled strokes my angles are fine and then there is a burr on the other side. ive tried all kinds of methods to take it off and no matter what my knife ends up so dull cant even cut myself. what am i doing wrong?
 
Is that the only thing you are using? Because if it is you need to move up to finer stones after the coarse stones to refine the edge
 
Edge off dmt C would shave arm hair easily. Perhaps, give my method of deburr and wire a shot.
1. Scrap the edge against a piece of wood (making wood dust, i.e. will roll burr/wire to one side)
2. Edge-lead stroke to abrade the rolled burr/wire, goto 1. do the other side
